Professor Rafael Leal-Arcas, PhD & MRes (EUI), JSM (Stanford), LLM (Columbia), MPhil (LSE), BA & LLB (Granada), Exec. Educ. (Harvard, Yale, Oxford), Barrister & Solicitor (Madrid), is a distinguished scholar in the field of law and public policy. Currently a Professor at KSPP, he was awarded the first Jean Monnet Chair in EU International Economic Law in the UK. His extensive academic background includes a PhD and multiple master’s degrees from prestigious institutions such as Stanford, Columbia, and the European University Institute. He has also held significant roles at Alfaisal University and Queen Mary University of London, contributing to his reputation as a leading expert in EU external relations, international trade, investment, climate change, and energy.

His scholarly publications are on international trade and WTO law, climate change law, energy governance, EU law, international investment law and the interaction among them and have appeared in American and European peer-reviewed scientific journals, such as the Yale Journal of International Affairs, Georgetown Journal of International Law, Columbia Journal of European Law, Georgetown Environmental Law Review, University of Pennsylvania Journal of International Law, The George Washington International Law Review, Fordham International Law Journal, Chicago Journal of International Law, Legal Issues of Economic Integration, European Foreign Affairs Review, and Journal of World Energy Law and Business (Oxford University Press).

Professor Leal-Arcas has an impressive record of research and teaching across the globe, having held visiting professorships and delivered lectures at renowned universities and institutions, including Harvard, Yale, NYU, and the World Trade Organization. His interdisciplinary research, supported by numerous grants, has made significant impacts on international economic law, climate change, and energy policies. He has authored over 235 scholarly publications and several influential books on these subjects, and his work has been cited by the Intergovernmental Panel on Climate Change.

In addition to his academic achievements, Professor Leal-Arcas has provided expert advice to various governmental and international bodies. He serves on the rosters of arbitrators and experts for the European Commission and the UK’s Department for International Trade. His contributions to major conferences and policy-making events highlight his role as a thought leader in his field. Fluent in multiple languages and recognized for his teaching excellence, Professor Leal-Arcas continues to shape the future of international economic law and public policy.
