Olha Krupa is a Visiting Professor at the KAPSARC School of Public Policy. She holds a Ph.D. and MPA from Indiana University’s School of Public and Environmental Affairs, with specializations in public finance, policy analysis, and corporate finance. Her research focuses on the institutional and fiscal mechanisms through which governments finance and deliver public services. Her scholarship examines state and local public finance, government budgeting and financial management, property taxation and valuation, fiscal policy, and the public finances of transition economies. Her work has appeared in Public Finance Review, State and Local Government Review, Public Money & Management, State Tax Notes, and the Journal of Property Tax Assessment and Administration. Her recent research examines the fiscal effects of school finance reform in Washington State, municipal fiscal health, and financial support for Ukraine. She was a Visiting Scholar at the Lincoln Institute of Land Policy and serves as Chair of the Public Budgeting and Finance Section of NASPAA.
