Program overview
The Public Leadership Executive Program, delivered in partnership with IMD and spanning six months, offers leaders a comprehensive learning journey that integrates public policy and leadership. Through lecture-based learning and executive coaching, participants gain a solid understanding of the policymaking process while strengthening key leadership, strategy, and management skills required to design and implement effective public policies. The program focuses on strategic leadership, policy execution, scenario planning, negotiation, and leading change in complex public sector environments.
An optional module, “Orchestrating Winning Performance,” will help boost performance, broaden perspectives, and seize new business opportunities with IMD’s latest research and insights. It is designed to revitalize business strategies, drive innovation, and strengthen leadership capabilities.

Learning Journey
The program is organized into five modules that will be delivered in concentrated sessions throughout the year at the KAPSARC School of Public Policy
(KSPP) in partnership with the International Institute for Management Development (IMD) and the Hertie School of Public Policy.
Module 1: Strategy and Policy
Location: KAPSARC School of Public Policy
Dates: October 20-22, 2026
- Understand how to think strategically and solve complex problems.
- Learn how communication, structure, and evaluation support strategy.
- Understand the steps of the policy development process.
- Identify and assess geopolitical and country-level risks.
- Use horizon scanning to spot future trends and challenges.
- Develop strategies and analyze key stakeholders.
Module 2: Leading Self, Teams, and Organizations
Location: KAPSARC School of Public Policy
Dates: November 29 – December 3, 2026
- Understand yourself better to become a more effective leader.
- Build emotional intelligence and learn how to delegate tasks effectively.
- Improve decision-making and understand how teams work.
- Lead confidently under pressure and manage team challenges.
- Recognize and reduce the impact of cognitive biases in leadership.
Module 3: Public Policy: Design and Implementation for Success

Dates: December 13-15, 2026
- Understand the stages of the policy cycle and how they connect.
- Learn how to choose the right tools to design effective policies.
- Explore how policies are implemented and evaluated.
- Practice interactive and inclusive approaches to policymaking.

Module 4: Scenario Planning

Module 5: Leading Negotiation

- Learn how to create and claim value in different negotiation settings.

- Practice negotiation skills through hands-on simulations.
