Program overview

Public policy develops within a context of imperfect information and limited resources, posing significant challenges to policymakers who are tasked with designing and implementing effective policies to resolve societal issues and national priorities. To navigate these complexities, this program offers in-depth theoretical lectures and applied exercises for every stage of the public policy cycle, ranging from policy formulation and implementation to evaluation and change. The objective is to equip emerging policymakers with adequate tools to mitigate the imperfections of public policy.
The program offers practical competencies in which participants gain the ability to articulate policy problems, appraise alternative policy options, and navigate stakeholder dynamics, in addition to hands-on training in the methods of coordinating actions and allocating resources. The program concludes by illustrating how public policies are assessed and adjusted after implementation through piloting and scaling.
A central feature of the program is its applied orientation, achieved through group-based exercises on select policy issues, where participants translate theoretical concepts into practice, fostering collaborative problem-solving and reinforcing learning.

Dr. Shehab Alnasser

Shehab Alnasser focuses on governance, public policy, and public sector institutions, with particular attention to transparency, public participation, collaborative government, and e-governance. He has extensive experience in research, teaching, consultancy, and academic program development. His current scholarly work examines governance arrangements, policy implementation, and institutional performance. His research also explores how citizens interact with government, the conditions that enable accountability, and the institutional contexts that shape public sector outcomes, with an emphasis on Saudi Arabia and comparative perspectives. Dr. Alnasser earned his Ph.D. in Public Administration from Pennsylvania State University and a master’s degree in Public Affairs from Indiana University. He previously worked in public sector information systems and organizational support functions.
